Law 12 - Fouls and Misconduct

RE: Under 13

Richard Pikesley of , England asks...

During a youth game the home defender made a pass back to the goalkeeper. The keeper made a genuine attempt to clear the ball by kicking it knowing that if he picked it up he would be given a free kick against him. But the ball skewed off his foot and rolled across his goal. Being chased by an attacking forward he ran for the ball and picked it up. The referee waved play on allowing him to pick the ball up. Was the referee right or should he have penalised the goalkeeper for picking up the ball.

Answer provided by Referee Chuck Fleischer

Richard the goalkeeper may not utilise his hands when the ball has been deliberately kicked to him by a team-mate, no matter how long he delays his decision. This time we should have stopped play and awarded an indirect free kick. ..Regards,
