Law 12 - Fouls and Misconduct 8/28/2010

This question is a follow up to question 23825

I suspect the card for delay in the Q would have been on a goal kick,in which case the goal kick would remain the proper restart. (I can't imagine a context in which a goal keeper would properly be carded for delay as a result of a 6 second violation.)

That is indeed correct although the GK could also be cautioned for persistent infringement or a repeat after being asked by the referee to put the ball back into play which went unheeded or indeed kicking the ball away after the whistle is blown which is dissent.

Anonymous, if you were a referee and you told a keeper to get the ball in play more than once that resulted in an IFK for breaking the six second rule, I am sure you would caution the goalie for it. The crime is persistent infringement. There is only so many times a player can make the same foul, offside excepted.
There are all kinds of opportunity for goalies to waste time aside from the six second violation. The list is endless.
