Answer provided by Referee Joe McHugh hi Bob Yes anyone can set up a football league/competition and still use the Laws of the Game. Indeed many commericial Leagues use the Laws of the Game.

Don't expect any trained and certified referees at your unsanctioned league. Refs should only work games that are affiliated. You also need to consider insurance issues.
