Question Number: 23772Other 8/14/2010RE: Rec, Select Under 13 James of Gulf Breeze, FL USA asks...I downloaded the very helpful USSF Guide for referees, but I noticed a contradiction in Law 11 Section 1 (11.1). The section states 'No part of the attacking player other than the arms may be nearer the opponents' goal line than the torso, head or legs of the second-last defender'. However, the image on the right just below measures the position of the defender based on their arms with regard to offside. Is this a mistake or am I incorrect? Thanks for helping me become a better referee. Answer provided by Referee Joe McHugh Hi James The measurement point is the foot of the defender in the lighter jersey in both images. In the right image the attacker has his arm ahead of the defender's foot but that is not offside. So both images are correct.
