is the player from the opposite team allowed to stand infront of the person taking the throw in

Law 15 requires that the opponent remain two meters away from the thrower.

Hi Natan
An opponent must stand at least 2 metres away from the thrower. In addition an opponent must not unfairly distract or impede the thrower and if the player does that he is cautioned for unsporting behaviour.
