Law 14 - Penalty kick 8/10/2010

RE: High School

Daniel Courtney of Baltimore, Md usa asks...

on a penalty kick can the kicker score a goal on a rebound from the goalie or has someone else have to touch the ball first

The kicker is permitted to play the ball after it touches any other player, including the opposing goalkeeper.

Answer provided by Referee Gary Voshol

Someone else has touched the ball - the goalkeeper. So the kicker is free to play it again.

If the ball had rebounded off the goal, then no other person had touched it. The kicker is not allowed to play the ball a second time before another player, from either team, touches it.

Answer provided by Referee Joe McHugh

Hi daniel
The only restriction is the ball must not be touched by the taker again if it comes off the frame of the goal. In that case it has not been touched by another player so it is deemed to be a double touch violation and an IDFK from where he touched the ball.
In your question it has been touched by a player so play continues as there is no infraction.
