Question Number: 23716Law 3 - Number of Players 7/28/2010RE: Competitive, rec, youth Adult Euan McLean of Yellowknife, Northwest Terrirories Canada asks...Are there any restrictions regarding when a team may make a substitution? Answer provided by Referee Dennis Wickham Under the laws of the game, the team may use an eligible substitute at any stoppage in play (entering with permission of the referee).
Some rules of competition (particularly youth matches) limit the times when a team may substitute.

If the game is played under the Laws of the Game and there is no specific competition rule a substitution can be made at any stoppage in play by following the substitution procedure as laid down in the Laws.
If the referee believes that a team is trying to run the clock down by not having the substitute ready to enter then he would be within his rights to allow play to continue until the substitute is ready to enter without delay. He simply informs the technical area that the substitution can wait until the next stoppage.
