Question Number: 23685Law 14 - Penalty kick 7/18/2010RE: division2 Under 16 Denis Londero of sydney, nsw australia asks...This question is a follow up to question 104310 How many times can a penalty kick be taken? We had player encroachments into penalty box on two occasions and after the second attempt, which goals were scored on each attempt, the referee awarded the defending side a goal kick - is this correct? Answer provided by Referee Michelle Maloney Law 14 tells us if the kicking team encroaches at a penalty kick, and the ball goes into the net, the kick is retaken, no matter how many times this occurs. At some point, the referee may caution players who have encroached one too many times, however. If the ball does not enter the net, for whatever reason, the restart is an IDFK for the defense. If the ball went into the goal both times, then the referee erred in giving a kick to the defense. Perhaps he gave an IDFK, it just looked like a goal kick, but in any case, given the scenario you pose, both an IDFK and a goal kick are incorrect restarts.

View Referee Michelle Maloney profileAnswer provided by Referee Joe McHugh Hi Denis At a penalty kick that is scored and there is an infringement of the Laws by the attacking side the kick is retaken. If a goal is not scored from the kick, an IDFK is awarded to the defence from the position of the infringement. There is no limit to the number of retakes but the referee has to take action to prevent this by cautioning repeat offenders. At a penalty kick where the defending team infringes the Laws of the Game and a goal is scored, it is awarded. If it is not scored the penalty kick is retaken. In the case where both the attacking and defending teams infringe the Laws of the Game the kick is retaken in all situations. Again no limit on the number of retakes.

The restart is always a retake if a goal is scored, but the referee may (and should) caution players who infringe after a warning.
