On a penalty kick, there was offensive encroachment called. Should the kick be rekicked, or a should there be an indirect kick coming out?

The answer depends on where the ball ended up. If it went into the goal, the kick is retaken. If it did not go into the goal, it is an indirect free kick for the defending team.

Hi Vince
If the attacking team infringe the Laws of the Game at a penalty kick and a goal is scored, the penalty kick is retaken. If the ball does not enter the goal, an indirect free kick is awarded to the defending team from where the offence took place.

It depends.

If an offensive infringement occurs after the referee whistles but before the kick is taken, the referee allows the kick to proceed. If a goal is scored directly, the kick is retaken. If not, an indirect free kick is awarded to the other team at the spot of the encroachment.
