Law 14 - Penalty kick 7/7/2010

On a penalty kick, the goalie makes the save but the ref orders a rekick because the goalie moved....should the player that just kicked the PK kick again, or can another player take the rekick. A rekick happened twice with the third different player finally scoring.

Hi Scott
A retake of a penalty is an entirely new penalty and the team can change the kicker as can the defending team change the goalkeeper.
It is unusual for a team to change the kicker on a retake but it has nothing to do with the Law. Its entirely the team's choice who takes a penalty kick.

Scott, I suspect the referee ordered a retake not because the goalkeeper 'moved' but because he moved off the goal line before the ball was in play. In any case, in active play, a retake can be taken by another player. The only time the same player has to do it is after the match in a procedure called kicks from the penalty mark to determine the winner of a match, when that player is the last one to take a penalty kick and all his team mates have already taken a kick.

On a penalty kick, the keeper can move side to side and up and down on his line. What he cannot do legally is move forward off the line before the kick is taken. If he does, and IF (big if) it affects the kick and/or kicker, the kick should be retaken, assuming of course that no goal was scored. If the goal is scored, we might have a word with the keeper if perchance s/he is young enough not to know to stay on the line or it is recreational play , but the goal is awarded nonetheless.

When a keeper moves off his line more than once in sequence, a caution is certainly in order (depending on age, skill level, etc.). Now, don't add a caution if the goal is scored - that's not necessary.
