The referee and assistant referee if he steps on the field of play are part of the field of play, same as the goalposts, corner flags etc and it does not change the award of the throw in. It is awarded to the opponents of the player who last touched the ball.

Since the referee is considered as part of the field, when the ball bounces off of the referee and then goes off of the field, the appropriate restart will be for the opponent of the player who last touched the ball (before it touched the referee).
