Answer provided by Referee Jason Wright Yes, with either an onfield player or a substitute, providing the team has substitutes remaining. The goalkeeper can also be changed at this time.

View Referee Keith Contarino profileAnswer provided by Referee Michelle Maloney If you are talking about penalty kicks awarded during regulation play, yes, the retake can be taken by any player on the team, and it can also be taken by a substitute who came in during the stoppage. If you are also referring to the Kicks from the Penalty Mark as a tie breaker, then the answer is a little different. The only player who can be substituted for or replaced during KFTPM is the keeper. A substitution can take place if the keeper is injured and cannot continue, or any field player can change places with the keeper before any kick. In all events, no changes may be made without first informing the referee.
