Yes, with either an onfield player or a substitute, providing the team has substitutes remaining.

The goalkeeper can also be changed at this time.

Yes that can indeed happen. The team decide who should take the penalty and on a retake the team can decide to change the penalty taker. It rarely happens though.

Absolutely. In fact, since this is a stoppage, a substitution may be made and the new player may take the kick.

If you are talking about penalty kicks awarded during regulation play, yes, the retake can be taken by any player on the team, and it can also be taken by a substitute who came in during the stoppage.

If you are also referring to the Kicks from the Penalty Mark as a tie breaker, then the answer is a little different. The only player who can be substituted for or replaced during KFTPM is the keeper. A substitution can take place if the keeper is injured and cannot continue, or any field player can change places with the keeper before any kick.

In all events, no changes may be made without first informing the referee.
