Question Number: 23383

Law 14 - Penalty kick 5/27/2010

RE: Competitive Under 12

Chris of Hudson, NH USA asks...

If the keeper is out of the box and picks up the ball in his/her hands, is the result a direct kick or a PK?

Answer provided by Referee Gary Voshol

If the ball is outside the penalty area, deliberate handling by the goalkeeper is the same as by any other player. Direct free kick offense from the spot of the handling.

Note that it is the position of the ball that determines the offense. The keeper's feet could be on or inside the line, but if outstretched arms touch a ball completely outside the line it is a handling foul.

Answer provided by Referee Joe McHugh

Hi Chris
If the goalkeeper deliberately handles the ball outside the penalty area it is a penal foul and the restart is a direct free kick.
The line is part of the penalty area so the ball has to be completely over the penalty area line for it to be called.

Answer provided by Referee Michelle Maloney

PK's can only occur when one of the DFK offenses occurs inside of the penalty area (the large one).

If the DFK offense occurs outside of the penalty area, it is simply a DFK.
