Question Number: 23358

Law 14 - Penalty kick 5/23/2010

RE: COMPETITIVE Under 16

JOSEPH of GREENSBORO, NORTH CAROLINA USA asks...

This question is a follow up to question 106936

In the first half a penalty is committed, can a player on the bench come in to take the penalty kick?

Can a player come to take a penalty kick if a player is injured? Or does the player need to be on the field when the PK is called?

Thank You

Joseph

Answer provided by Referee Keith Contarino

A team member on the bench is NOT a player; he is a substitute. Only the team members on the field are 'players' . I assume you mean a player injured on the field and he is subbed out. Now can the sub that was subbed IN and is now a player take the pk? Since he is now a player and any player may take a penalty kick then he may take it

Answer provided by Referee Gary Voshol

Some leagues provide for substitutions at any stoppage; a penalty kick is a stoppage. In that case a substitution could be made.

Other leagues may provide for substitutions only at certain stoppages, but an injury usually is one of them.

If a substitution is made, then the new incoming player could take the penalty kick. A substitution by the opponents could be used to replace the goalkeeper or any other player.

If it is a lawful substitution opportunity, a substitute may enter the game and take the penalty kick. High school rules are different.

Answer provided by Referee Gene Nagy

Joseph, at any stoppage the referee may allow a substitution. Some leagues place a restriction when subs can be made, like possession, but in your example I see no reason why a referee could refuse a substitution. The player taking the PK does not have to be on the field when the PK is called. If a legal substitution is made, the newest player can indeed take the PK.
