Hi Selam
Allowance is made in either period for all time lost through:
• substitutions
• assessment of injury to players
• removal of injured players from the fi eld of play for treatment
• wasting time
• any other cause
The allowance for time lost is at the discretion of the referee.
It is usually referred to as added time. Extra time refers to the two periods of 15 minutes at the end of a game to decide the result of a tie.

The boards that are used by the 4th official can be simple number signs to LEd display boards

As referee McHugh indicates, the device is called a Substitution Board.

This is most likely found at professional matches and not likely at an amateur match, due to the cost.
