Question Number: 22716Law 14 - Penalty kick 1/11/2010RE: Select Adult Mark Palmer of San Francisco, CA USA asks...This question is a follow up to question 22711 Thank you for all of the great responses.
As a follow up, it was not at the end of the game that the PK occurred. The keeper made the save by blocking the ball.
Unfortunately no explanation of the call was given. Was it offsides? Or did he think the ball came off of the post?
As the tournament continued the next day, the hypothesis evolved to the second possibility. Perhaps it was a failing of sight, not a lack of knowledge. We are all prone to that. Answer provided by Referee Richard Dawson We are happy to help!

Even if others see it different!
One can forgive a missed call slightly easier than a misapplication of law even if they both hurt the same!
If the keeper got a touch of the ball pushing it wide off the post then the PK kicker has every right to play the ball on that rebound!
If the referee missed seeing the keeper actually tip the ball away then even if it did happen as a FACT of play it did not and the indfk is the correct restart for what in the opinion of the referee thought it should be!
A second touch before any other player after a restart!

Most referees are happy to explain their decisions if asked in a friendly, cordial manner. I have explained many decisions after games and their basis in law. In this case the referee might have been happy to explain why he gave an IDFK to disallow a goal and particularly if its a tournament.

View Referee Joe McHugh profileAnswer provided by Referee Michelle Maloney It sounds like the referee saw encroachment into the penalty area by the kicking team. This would result in an IDFK for the defense since the ball did not enter the goal.
I agree with my colleagues that most referees, if approached respectfully, and at an appropriate moment, will answer questions briefly. It isn't up for discussion, remember, just that you wished clarification.
