Did Law #8 at one time a number of years ago (in the 70's or 80's) indicate that to start the game, the ball had to move forward the circumference of the ball, not like today where it just has to be touched ever so lighlty.

Yes. It changed from 'travel the circumference' to 'kicked and moves' in the 1997 Laws of the Game.

It wasn't just for a kick off. For the ball to be in play at any restart involving a kick, the ball had to travel it's circumference before it was in play
