Question Number: 21591Law 11 - Offside 6/25/2009RE: Rec Under 17 darren of Columbus, Ohio U.S.A. asks...A player in an offside position should not be punished before playing or touching the ball, if in the opinion of the referee, a teammate coming from an onside position has the opportunity to play the ball. Is this right? Answer provided by Referee Gary Voshol Mostly correct, Darren. Are we answering a quiz for you? The player could be called for offside if he interferes with an opponent before touching the ball.

View Referee Gary Voshol profile Answer provided by Referee Dennis Wickham It is not an offense to be in an offside position. According to the latest from USSF, players in offside position should be punished for "interfering with play" only when they touch the ball. -If the player interferes with an opponent's ability to see or play the ball or there is a risk of a collision, the player can be offside "for interfering with an opponent" without touching the ball.

He still be penalized for interfering with an opponent

View Referee Keith Contarino profile Answer provided by Referee Steve Montanino If, at the time the ball is touched by his teammate, a player standing in an offside position is penalized for offside if... a. He interferes with play. (This means he must touch the ball.) b. He interferes with an opponent. (This does not require he touches the ball.) c. He gains an advantage from being in that position. (This means he must touch the ball. In this case the ball would rebound to him from the post or a goalkeeper's save, etc.)
