Law 5 - The Referee 6/17/2008

Kyle Kenney of Kingston, Ontario Canada asks...

I've been watching Euro 08 and I see that refs are literally calling EVERY "handball", deliberate or not deliberate.

Anybody else notice this?

Answer provided by Referee Keith Contarino

No but at this high level of play, the referee expects the players to be able to avoid the ball. Still if not deliberate or avoidable there should be no foul called

Answer provided by Referee Richard Dawson

NO,
there have been ball to hand not called as well. Professional standards are very high as to what constitutes deliberate movement. Players are well aware and highly skilled about the use of the arms and how to avoid allowing the balls to impact them with out appearing to do so. Reaction times are quicker and more is expected. The arms are attached to the body and since the skill to use all of the body to control the ball except the arms is something players at this level have, referees expect players to do so or at least attempt to do so. Cheers
